After a lifetime of public service including 25 years in the municipal arena, Hector Forestier has joined Bleyl Engineering. Hector previously served as City Manager for multiple cities in Texas after enjoying a long career in the United States Air Force. He brings a wealth of insight and experience within the municipal industry, along with a firm grasp on the needs and challenges facing local Texas communities.

Originally from Puerto Rico, Mr. Forestier earned a Bachelor’s in Business Administration and a Master’s in Personnel Management. He was commissioned as a Second Lieutenant in the United States Air Force where he served 20 years, advancing through various roles. Retiring from the Air force in 1995, Mr. Forestier went on to serve as City Manager for the citizens of Cleveland, Uvalde, Giddings, and Willis, Texas, until his retirement in late 2019. He served as City Manager of Willis for the past ten years. Hector has also served in multiple capacities for various public associations, councils, and clubs and currently serves in the Lone Star Family Health Center Board and is a member of the Montgomery County Meals on Wheels Board and the Montgomery County Community Foundation Funding Committee.

Mr. Forestier’s proven commitment to the community, coupled with his vast municipal experience in Texas, is a perfect compliment to Bleyl’s vision: to be a foundation for the advancement of stronger, safer communities across Texas.  Working in Public Relations, he will broaden and deepen Bleyl’s municipal footprint by developing and enhancing relations with existing clientele while pursuing new relationships with local government offices.
