Bleyl Engineering’s Houston office specializes in the design of municipal engineering projects, including water supply and distribution, wastewater collection and treatment, drainage and land development projects. Our Houston office also conducts boundary, topographic and construction surveying, feasibility studies, infrastructure evaluations, utility rate analysis and overall project management services. Our primary clients include cities, utility districts and developers.

Regional Manager:

Mark Adam, P.E., R.P.L.S.

Mr. Adam is a licensed professional engineer and registered professional land surveyor in the State of Texas with over thirty-five years of experience in the municipal civil engineering industry.

His experience includes the design of a wide range of municipal projects. Mr. Adam served as engineer for numerous utility districts and municipalities. He has extensive experience with municipal utility districts in various stages, from creation through final term development. He works closely with other consultants to manage infrastructure systems by initiating proactive measures for facility preventative maintenance protocols, evaluation reviews, utility rate studies, and financial analysis for strategic plans.

Mr Adam presently serves as Senior Director and Regional Office Manager. His duties include overall management of the Houston and La Porte offices. He serves as district engineer for several municipal utility districts in Montgomery and Harris County. Current projects include large wastewater, water and roadway improvement projects for the City of Conroe, master planning and engineering design for the proposed Grand Texas project in Montgomery County. He assists in business development and marketing for the main office and consults with several of the firm’s regional offices. Mr. Adam works closely with management on improving current engineering and administration procedures for the firm. He coordinates mentoring and professional development programs for staff.
